When the turtle reaches the finish line for the first time, the hare is in the third quarter of the stadium, after three laps. The second time the turtle arrives, the hare will have taken seven turns and two quarters. That is, it will be in the fourth round of the turtle, which for the hare will be the fifteenth, when they coincide again in the goal.
